The Federal Government of Nigeria has relaxed the restriction on foreign travellers without evidence of payment for their COVID-19 PCR test.
In a memo by the Nigerian Civil Aviation Authority, foreign airlines were asked to board passengers without evidence of payment for day seven COVID-19 PCR test or generate paid QR code/permit to fly.
The memo dated September 11, 2021, and issued by Director-General of NCAA, Musa Nuhu, was titled “Permission for airlines to board passengers travelling to Nigeria who are unable to show evidence of payment for day seven COVID-19 PCR test or generate paid QR code/permit to fly”.
Nuhu said the decision was taken in view of the challenges some travellers to Nigeria are experiencing while trying to fill their Health and Travel history into Nigeria’s International Travel portal.
Earlier, foreign travellers were required to show proof of payment for their COVID-19 PCR test before they were boarded.
He, however, said such passengers would be required to make payment for the repeat day-7 COVID-19 PCR test at their destination airport in Nigeria.
The memo read, “The Presidential Steering Committee on COVID-19 has been made aware of challenges some travelers are experiencing while trying to fill their Health and travel history into the Nigeria International Travel Portal.
“Airlines are thereby permitted to board any traveller to Nigeria who is unable to either pay for the repeat Day Seven COVID-19 PCR test or generate the paid QR code/ permit to fly.
“Such passengers will be required to make payment for the repeat Day Seven COVID-19 PCR test at their destination airport in Nigeria.
“Holders of Diplomatic passports and Children aged 10 years and below who are unable to complete NITP are to be allowed to board the flight.
“Their health declaration and travel history will be captured by the Port Health Services (PHS) at the destination airport.
“Airlines are to bring this information to the knowledge of the passenger and ensure strict compliance with above-stated conditions.”
Cement prices may rise over Dangote plant shutdown in Kogi – Expert
Reactions have continued to follow the shutdown of Dangote Cement plants in Obajana, Kogi State, following a clash between the company and the state government on Wednesday.
Sunday Esan, the Dangote Group’s general manager of corporate communications, confirmed the incident and called it an invasion.
Kingsley Fanwo, the state’s commissioner for information, claimed that the closure was caused by the company’s inability to provide valid proof of the land acquisition, though.
An economic analyst has demanded a swift resolution to this dispute while outlining the economic implications.
Prof. Segun Ajibola, a former president of the Chartered Institute of Bankers of Nigeria and an economic expert, responded to the development by predicting that the closure of the Dangote Cement plants in Kogi State could result in an increase in cement prices nationwide.
He said, “If supply dip, while demand remains constant, the natural occurrence is for prices to go up.”
He explained that “cement affects virtually everything man does, construction of roads, building, bridges, houses, the shut down has far-reaching economic implications.
“Dangote Cement is part of the Dangote Conglomerate that has been operating for decades in Kogi State. The Dangote I know will not allow this crisis to linger because of its seriousness.”
He urged both parties to quickly resolve the matter for the betterment of Nigeria’s economy.
Meanwhile, the disruption received knocks from members of the host community in Kogi State.
The spokesman for the Oyo mining host community, David Oluruntoba, disclosed that the action by the Kogi State Government would only spoil the existing good relationship between the company and its host community.
He said, “They called us to join them. But I told them that the company has not offended us. We just signed a Community Development Agreement (CDA) and the company has been helping us and providing us with jobs. What has the government done for us, nothing. There is no basis to support the government.”

Nigeria at high risk of Ebola – NCDC warns
The Nigeria Centre for Disease Control and Prevention has said that Nigeria is at high risk of Ebola virus disease following the outbreak of the disease in Uganda.
The NCDC, in a release on Tuesday, signed by its Director-General, Dr Ifedayo Adetifa, stated that it was on high alert, adding that “the likelihood of importation of the disease to Nigeria is high due to the increased air travel between Nigeria and Uganda, especially through Kenya’s Nairobi airport, a regional transport hub, and other neighbouring countries that share a direct border with Uganda.”
According to the NCDC, the ongoing outbreak of Ebola virus disease was caused by the Sudan strain of the Ebola virus in Uganda as declared on September 20, 2022.
Buhari to present 2023 budget to NASS Friday
President Muhammadu Buhari will present the N19.76trillion 2023 Appropriation bill before the Senate and the House of Representatives on Friday.
The budget Presentation will take place 10:00am at the temporary chamber of House of Representatives.
The President of the Senate, Senator Ahmad Lawan, read the letter on the budget presentation by President Buhari in Plenary on Tuesday.
Naija News 247 recalls that the Speaker of the House of Representatives, Femi Gbajabiamila, had said President Buhari is expected to present the 2023 budget to the National Assembly in October.
Gbajabiamila stated this in September when he addressed newsmen shortly after inspecting hearing rooms 028 and 234 of the House, which was expected to serve as the temporary chamber due to the ongoing renovation of the House complex in Abuja.
“I am hoping that the budget will be presented latest by the first week of October,” he said.
